Tie Me Up, Tie Me Down

There is nothing (or almost nothing) sadder than a thirsty dog tied to a pole in the hot sun. Why would you do that? There is a bill currently up for consideration by the CA Senate Appropriations Committee that would prohibit the tethering of a dog to a dog house, tree, fence or other stationary object for longer than three hours in any 24-hour period. I think the success of a bill like this might depend on the vigilance of ordinary people, but it sounds like a good idea to me.
