According to my sister and brother-in-law, dogs are everywhere in Peru - collarless and without discernable owners, mostly just hanging out. They're just another community of residents around town, going about their business.
Many of these dogs are homeless, apparently, but I guess when you're in Peru, that's not such a bad thing.
