In the last 20 years, the city of Camarillo (where I grew up) has become more overtly wealthy than I ever remember - now when you pass by on the 101, you can see some of the multimillion dollar homes perched up on the hills (with their panoramic views of the freeway and the Outlet mall!). Perhaps the influx of cash over the years has nothing to do with the quality of dogs that you see in the animal shelter, but I believe it might.
